Help with good PC

I'm going to be buying a computer soon, and my budget is roughly $500, this will be used for development, and hopefully if I can, play Fallout 4. I have NEVER built a computer from scratch, but I took them apart and what not so maybe building could be a possibility. I was also wanting an intel i5, or i7. Thanks!

Would probably be cheaper to look around for the separate parts, just took these prices directly from part picker as they fit within OP's budget
